The Central Arizona College Police Department believes that it is better to act early to prevent crime rather than react to it after it has been committed. Ultimately, we are all responsible for our own safety/security and the safety/security of those around us. Members of the CAC community are encouraged to participate in and be aware of the crime prevention programs that are available to them. The following is a list of crime prevention programs and services that are offered to the community:
Police Department Escort Program. The Police Department Escort Program provides a personal escort for CAC students, faculty, and staff who are concerned about their safety. The program offers a walking escort from one location to another on the Signal Peak Campus from dusk to dawn, seven days a week. The escort is generally provided by a Campus Police Officer in a college vehicle. However, the escort may also be provided by a trained, radio equipped student employee. To request an escort, call 520-836-9655 when you need the escort (advanced reservations not accepted).
Crime Prevention Presentations. Members of the Police Department are available to talk to any student or employee group on any of our campuses. These talks are designed to educate members of the campus communities about security and safety issues, and various techniques that can be used to prevent crime on campus.
Rape Awareness, Education and Prevention. In cooperation with the Office of the Dean of Students, rape awareness, education and prevention presentations are available to members of the campus community.
Operation Identification. Operation Identification, which is the engraving of serial numbers or owner-recognized numbers on items of value, is promoted and made available free-of-charge campus wide.
Facility Surveys. Comprehensive safety and security surveys of campus buildings and grounds are conducted at each campus by the Police Department.
Motorist Assist Program. The Motorist Assist Program is a 24-hour service that provides jump-start and vehicle lockout services to people on campus.
Found Property Program. The Police Department is designated as the official campus location for receiving and storing found property. Each year, the Police Department logs and stores property found by community members and attempts to locate the owner and return it. Property may also be taken for safekeeping by Department personnel if the owner is unable to or unavailable to secure it. If property goes unclaimed for more than 90 days, the owner, if known, is contacted via mail and asked to pick the property up. If the owner fails to pick up their property it is turned over to the College Surplus Property Office for disposition. The Property and Evidence Section, which includes lost and found property, is open to the public from 8:00 a.m. to 5:00 p.m. Monday through Thursday, and closed during state observed holidays.

Perhaps you’ve witnessed a crime on campus, or you have some pertinent information about a crime or incident that could be helpful to campus police, or another law enforcement agency. We understand the apprehension about reporting crimes or incidents face-to-face with police, so we have instituted the Silent Witness Program.
The Central Arizona College Police Department Silent Witness program provides a means of communication for members of the college community to anonymously provide us with information on unsolved crimes, crimes in progress, wanted fugitives, or any possible threat to the safety of our college community.

The College has developed a plan which addresses the campus management system for extraordinary situations that are likely to have a catastrophic effect on the normal functioning of the campus and the surrounding area. The Emergency Management Plan has been developed to respond to the needs of the College during a disaster and will be placed into operation by the President of C.A.C. when an incident reaches proportions beyond the capacity of routine procedures. This plan establishes policies, procedures, and an organizational structure which will guide the campus in any emergency situation.

The primary purpose of the guide is to assist students, faculty and staff in the ability to respond to emergency situations. The guide also serves as an important training tool for new students and new employees as part of their orientation. The guide can also be found in the Emergency Management Plan above.

- Crime Alert Bulletins. CAC makes every effort to provide a safe and secure environment for everyone. To this end, in the event of a serious crime or incident occurs on campus that poses a threat to students, employees, or others, the Central Arizona College Police Department provides the campus community with a timely notice of such information (24-48 hours of the reported incident) via campus e-mail and posting flyers throughout the campus. The notice will provide information about the incident and any pertinent crime prevention/safety information.
- Records and Reports. The Records Section is responsible for the indexing and filing of all police reports generated by CAC Police Officers. Pursuant to ARS 39-121 police reports may be inspected by the public and are subject to limitations provided by law, regulation and judicial decision. All or part of a police report may be available depending on the status of an investigation through the criminal justice system. To request a copy of a report, a “Request for Inspection of Public Record” form must be filled out and submitted to the records section in person, by mail or by fax. You must be able to identify the report by providing the case report number. If the case report number is unknown, provide an approximate date and location, the name of an involved person, and the type of incident. The records section is open to the public from 8:00 a.m. to 4:00 p.m. Monday through Thursday, closed during state observed holidays. The fee schedule for copies of public records request are:
Police Report – One (1) to five (5) pages $5.00
Additional pages $.50 per page
Fingerprinting – $5.00

- Daily Incident Log. The Police Department maintains and records a daily log of all department activity, including crimes that are reported to campus authorities and local law enforcement. The log also includes crime information at the college’s satellite campuses and centers. The log is updated daily and available upon request at the office of the Police Department, during regular business hours.
A federal law, the Campus Sex Crimes Prevention Act amendment to the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act, requires registered sex offenders to register with the local police authority when they are enrolled or employed at institutions of higher learning. The Police Department maintains information about registered sex offenders on campus who are required to register as sex offenders under state and federal law, and who have complied with their obligation to register with the Police Department. Persons seeking to obtain sex offender registration information may do so by visiting the Arizona Department of Public Safety’s web site at www.azdps.gov/services/public/sex-offender .
Members of the community may also come to the Police Department between the hours of 8:00 AM and 5:00 PM, Monday through Thursday (except holidays) and ask to view our department’s records regarding registered sex offenders attending or working at Central Arizona College.

This link will take you to a list of locations throughout the district where automatic external defibrillators (AED) can be located. The list also includes locations of first aid kits. Remember that the first action in any medical emergency should always be calling 911 (836-9655 at Signal Peak) and providing the nature of the emergency and the exact location, to enable first responders to reach you quickly.
Central Arizona College reserves the right to place cameras on its campuses and centers where necessary and appropriate. Central Arizona College respects the privacy of the college community and takes appropriate steps to balance that privacy against safety needs on its facilities. Cameras extend the protection of Campus Police, even when officers are not in an immediate area. Cameras are not a guarantee of safety, but are a tool that assists Campus Police. Cameras protect campus community members from dangers by serving as deterrents, alerting police to dangers, and providing documentation of events when necessary for criminal prosecution.
These procedures do not apply to legitimate academic use of video cameras for educational purposes, to cameras used for journalism, or to private video cameras owned and operated by members of the campus community. This document applies to all property owned or controlled by Central Arizona College or its representatives, and all cameras owned by Central Arizona College.
The following procedures shall govern the placement of cameras in public areas at Central Arizona College:
– Campus Police may establish temporary or permanent security cameras in public areas of Central Arizona College. These cameras shall not make audio recordings.
– This document does not apply to covert cameras used by Campus Police or another law enforcement agency for criminal investigations, as governed by Arizona Revised Statutes.
– Cameras shall not be established in private areas of the campus without obtaining a warrant and only subject to the second bullet above. Central Arizona College defines a private area to include residence hall rooms, bathrooms, shower areas, locker and changing rooms, other areas where a reasonable person might change clothing, or private offices.
– Security cameras shall not be directed or zoomed into the windows of private rooms of any residential building including residence halls. To the maximum extent possible, electronic shielding should be utilized so that the camera does not have the capability to look into or through windows.
– Security cameras shall not be directed or zoomed into the windows of a private building not on college property.
Notification of the Campus Community
The Central Arizona College community will be notified that cameras are or may be utilized. Postings shall appear on signs posted at the campus entrances. This document will be made available to all students, faculty, staff, and visitors on the college’s web site and be printed in appropriate internal publications.
Camera Use and Nonuse
– Cameras are not to be used to monitor individual students, faculty, or staff, except as necessary for a criminal investigation. Cameras may be used to monitor a student or employee work area, such as an area with financial transactions, even if there is only one student, faculty, or staff member employed in that work area. Cameras used to monitor a work area should not be able to view the contents of computer screens. If the cameras can pan to view computer screens, electronic shielding should be utilized so that these cameras are not used to monitor employee computer use.
– Security cameras will not be used to prosecute petty violations on campus, such as violations of parking rules.
– Security cameras will not be monitored by any department or staff to evaluate employee performance.
– Security cameras shall be used exclusively for campus safety and security purposes.
– Video may only be monitored by Campus Police personnel, as defined in the appropriate Campus Police general order. No unapproved police employees may monitor or view video for any reason except as necessary in the course of an investigation or adjudication, and with approval of the Chief of Campus Police.
– Select Information Technology (IT) staff tasked with installation, maintenance, or adjustment of cameras, are approved for incidental access to the footage if such access is directly in conjunction with those aforementioned duties. All requests to view video recordings will be routed to the Chief of Campus Police for approval.
– If the Chief of Campus Police determines it is necessary to aid in an investigation or search, small video clips or image stills may be released to the media or the public. Said release shall be coordinated with the college’s public information officer.
– Police personnel approved to monitor video shall receive training in the legal and ethical use of the monitoring equipment. These officers will receive a copy of this document and the police department’s general order, and shall provide written acknowledgement that they have read and understand the procedures. Personnel will receive any and all updates or amendments to these procedures.
Video or Other Storage Media
– Video storage devices or other media will be stored and transported in a manner that preserves security. Current and archived media shall be kept locked and secured.
– Recordings not related to, or used for an investigation, shall be kept confidential and data will be destroyed as it is over-written. Video used for investigation or prosecution of a crime shall be retained until the end of the proceeding and appeal period unless directed otherwise by a court.
– No recording shall be altered in any manner. Steps should be taken to ensure that no editing or alterations compromise recorded video. The only narrow exception allows for faces of nonparticipants in an incident to be blurred for privacy reasons in the event a video or still image is provided to the media.
– Campus Police will work with IT Department to determine the security of the system and to ensure proper password and security technology for video transferred or transmitted over a computer system.
– System security, password control, and access are the sole responsibility of the Chief of Campus Police.
Destruction or Tampering with Cameras
Any person who tampers with or destroys a video security camera or any part of the video security system is guilty of a crime and the offender may be prosecuted in the criminal justice system, as well as the college’s judicial system.
The College maintains a number of parking lots in order for students, staff, and visitors to conduct their affairs here at the college. At the Signal Peak Campus, each lot is assigned a letter from A through K in order to identify the lot. Lots A and B are reserved for resident students and their visitors with a valid Residence Life parking permit aside from the staff parking spots along the north side of the B lot. Lot C is reserved for cafeteria staff with a valid parking permit aside from several handicapped parking spots. Lot D is reserved for visitors. Lots E through K are open to anyone to park their vehicle. Any person who parks a vehicle on any campus shall be responsible for ensuring the vehicle is properly parked including any applicable permits displayed.
Any person operating a motor vehicle on campus shall obey all applicable state laws, posted signs, and College regulations. The speed limit on the Signal Peak Campus including the East entrance road is 15 miles per hour. A Campus Police Officer may cite any person who violates a traffic or parking regulation on campus. Citations that are processed through the College administration system may be appealed through the Chief of Police.
The appeal of a traffic or parking citation does not preclude a person from appearing on the citation as directed and paying the proper penalty assessment. A person who wishes to appeal a College traffic or parking citation must do so using an appropriate appeals form that is available through the Police Department.
The operation of bicycles and non-pedestrian devices on College property is recognized as a viable means of alternative transportation for students and employees, providing they are done in a safe and responsible manner. Visitors are not authorized to operate bicycles or non-pedestrian devices on campus without express permission of the Chief of Police.
The Central Arizona College Police Department completes vehicle accident reports for collisions that occur on the Signal Peak Campus. Between 1/1/08 and 9/23/11, there have been 30 collisions reported. Half of those collisions occurred while the driver was backing into or out of a parking space. Ten more collisions were hit and run collisions with many of those indicating damage caused when the driver of a vehicle was backing into or out of a parking spot. This data brings up two important points regarding parking at the Signal Peak Campus. First, please pay particularly close attention when you are backing your car into and out of a parking spot. Second, if you do unfortunately strike a parked car with your vehicle, you are required by law to leave proper notification to the owner of that vehicle. Violators can be criminally cited for failing to leave notification.
The College reserves the right to remove, or have removed, at the owner’s expense, any vehicle that is parked in such a way as to obstruct the normal movement of traffic, impede the operation of emergency vehicles, interfere with making of essential repairs and services, or is abandoned on College property.
